As the countdown begins to the local elections on 1st May, residents across Lincolnshire will not only be voting for their county council representatives, but also for the first ever elected Mayor of Greater Lincolnshire. It’s a moment of change—and of great importance—for our region.
In a recent video message, Craig Leyland, Leader of East Lindsey District Council and ward member for Woodhall Spa and Kirkby on Bain, shared his perspective on this new political development and explained why he is supporting Rob Waltham, the Conservative candidate for Mayor.
Why Are We Electing a Mayor?
The decision to move toward a mayoral combined authority stems from a broader shift in how local government funding is delivered in England. As Craig outlines, the national direction—particularly under the Labour government—has made it clear that future funding will be tied to devolved authorities led by elected mayors.
This new governance model is about accessing more direct funding, greater local decision-making, and delivering results more efficiently through streamlined leadership. But it also raises a fair question from residents and businesses: Do we really need another layer of government?
Craig’s view is that while another tier wouldn’t be necessary in a perfect funding world, the current system means that having a mayor is the only way to secure vital investment from central government.
What Powers Will the Mayor Have?
The new mayor won’t be involved in day-to-day council operations like staffing levels or parking charges. Instead, this is a strategic leadership role, overseeing areas such as:
- Transport infrastructure
- Skills and education development
- Strategic investment for economic growth
With £120 million committed over 30 years, plus a £28 million start-up pot, the incoming mayor will be responsible for ensuring this money delivers real, tangible benefits for Greater Lincolnshire’s communities and businesses.
Why Rob Waltham?
Craig Leyland makes a clear and confident case for backing Rob Waltham:
- Leadership Experience: As the leader of North Lincolnshire Council, Rob has demonstrated strong financial governance, and has overseen high-performing adult and children’s services.
